{"id":2524,"date":"2021-05-13T11:18:23","date_gmt":"2021-05-13T11:18:23","guid":{"rendered":"https:\/\/ss-cg.org\/?p=2524"},"modified":"2021-05-13T11:18:23","modified_gmt":"2021-05-13T11:18:23","slug":"zaposljavanje-osi","status":"publish","type":"post","link":"https:\/\/ss-cg.org\/?p=2524","title":{"rendered":"ZAPO\u0160LJAVANJE OSI"},"content":{"rendered":"<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Dono\u0161enje UN Konvencije o pravima OSI, potpisivanje i ratifikovanje od strane dr\u017eave Crne Gore otvorilo je mogu\u0107nosti da se pobolj\u0161a kvalitet i standard \u017eivota osoba s invaliditetom. Napredak je spor, evidentan, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">a <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">u pojedinim oblastima <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">potpuno <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">izostaje. <\/span><\/span><\/p>\n<p class=\"s3\">\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Prema is<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">tra\u017eivanju iz 2019,<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> koje je sproveo Savez slijepih,\u00a0<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">OSI, 82.9% <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ispitanika, OSI, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">smatra da OSI mogu ostvariti manja prava, a vi\u0161e od 56% smatra da su O<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">SI svakodnevno diskriminisane. <\/span><\/span><\/p>\n<p class=\"s4\">U oblasti rada i zapo\u0161ljavanja situacija se i pored dobrih zakonskih normi, ne mijenja, a naro\u010dito u poslednje dvije godine. OSI prema pomenutom istra\u017eivanju, diskriminaciju prepoznaju najvi\u0161e u oblasti rada i zapo\u0161ljavanja, 57.1%.<\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">Situacija sa KOVID19, pokazala je koliko su oblasti \u017eivota osoba s invaliditetom povezane i koliko zavise jedna od druge. Posledice<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> prep<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">r<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">e<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ka i nejednakosti postale su izra\u017eenije, ograni\u010denje socijalnih kontakata dovelo je do izolovanosti. Mnoge OSI su bile uskra\u0107ene za adekvatne uslove za rad od ku\u0107e, na daljinu.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Kako <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">u Crnoj Gori, tako <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">i <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">na nivou EU, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">osobe s invaliditetom i dalje nailaze na znatne prepreke u <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">mnogim oblastima. <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Rizik od siroma\u0161tva<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> ili socijalne isklju\u010denosti OSI je <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ve\u0107i (28,4\u00a0%) nego za osobe bez invaliditeta (18,4\u00a0%).<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Prema Konvenciji, \u010dlanu 27, koji se odnosi na rad i zapo\u0161ljavanje, dr\u017eave potpisnice su obavezne da <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">OSI priznaju pravo na <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">rad na osnovu jednakosti<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> sa drugima<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, \u0161to<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> uklju\u010duje mogu\u0107nost da zara\u0111uju za \u017eivot obavljaju\u0107i posao koji su <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">slobodno <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">izabrali <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">ili prihvatili<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> na tr\u017ei\u0161tu rada i u radnom okru\u017eenju koji su <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">otvoreni, inkl<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">uzivni i pristu<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">pa\u010dni<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> za osobe s invaliditetom. <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Dalje, zabranjuje se diskriminacija <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">na osnovu invalidnosti u odnosu na sva pitanja vezana za sve oblike zapo\u0161ljavanja, u<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">klju\u010duju\u0107i uslove regrutovanja, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">zapo\u0161ljavanja i primanja na posao, nastavak zapo\u0161ljavanja, napredovanje u slu\u017ebi, uslove rada, za\u0161titu zdravlja i bezbje<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">dnost na radu.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Zakon o zabrani disk<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">rimina<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">cije lica s invaliditetom, u \u010dl<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">a<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">n<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">u 22, d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">iskriminacija u oblasti profesionalne rehabilitacije, rada <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">i zapo\u0161ljavanja, d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">iskriminacijom po osnovu invaliditeta u oblasti profesionalne rehabilitacije<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, rada i zapo\u0161ljavanja smatra<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">:<\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">1) nezapo\u0161ljavanje lica s invaliditetom, koje ima jednake ili bolje kvalifikacije, stru\u010dne ili radne sposobnosti nego lice bez invaliditeta, u skladu sa zakonima kojima se ure\u0111uje oblast rada i oblast profesionalne rehabilitacije i zapo\u0161ljavanja lica sa invaliditetom; \u00a0<\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">2) ograni\u010davanje pristupa zapo\u0161ljavanju, samozapo\u0161ljavanju ili profesiji, \u010dlanstvu u organizaciji radnika ili poslodavaca licu sa invaliditetom; <\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">3) propisivanje restriktivnijih pravila koja se odnose na rad i radne uslove, uklju\u010duju\u0107i otpu\u0161tanje i zaradu za lica sa invaliditetom; <\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">4) nepreduzimanje i nesprovo\u0111enje mjera na prilago\u0111avanju radnog mjesta i uslova za rad u skladu sa posebnim propisima, u skladu sa zakonima kojima se ure\u0111uje oblast rada i oblast profesionalne rehabilitacije i zapo\u0161ljavanja lica sa invaliditetom; i <\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">5) propisivanje druga\u010dijih i nepovoljnih uslova licu ili grupi lica s invaliditetom za ostvarivanje drugih prava iz radnog odnosa, u skladu sa zakonima kojima se ure\u0111uje oblast rada i oblast profesionalne rehabilitacije i zapo\u0161ljavanja lica sa invaliditetom.<\/span><\/span><\/p>\n<p class=\"s4\"><span class=\"s2\"><span class=\"bumpedFont15\">Na nivo<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">u EU, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">50,8% OSI \u00a0je zaposleno u odnosu na 75% osoba bez invaliditeta. <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Evropska unija je kroz dono\u0161enje Strategije o pravima osoba s invaliditetom za period od 2021-2030, predvidjela niz aktivnosti u cilju razvoja novih vje\u0161tina za nova radna mjesta:<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s2\"><span class=\"bumpedFont15\">Komisija poziva dr\u017eave \u010dlanice:<\/span><\/span><\/p>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">da odrede ciljeve za <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">u\u010destvovanje <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">odraslih osoba s invaliditetom u <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">u\u010denju<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> s ciljem pove\u0107anja <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">njihovog u\u010de\u0161\u0107a, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">te da <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">nacionalnim strategijama za vje\u0161tine<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">obu<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">hvate posebne zahtjeve<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> osoba s invaliditetom kako bi se doprinijelo postizanju cilja iz Programa vje\u0161tina i akcijskog plana za <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">sprovo\u0111<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">enje <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">socijalnih prava,<\/span><\/span><\/div>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">da donesu ciljane mjere i uvedu fleksibilne oblike osposobljavanja kako bi <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">programi strukovnog obrazovanja i osposobljavanja bili uklju\u010divi i pristupa\u010dni<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, uklju\u010duju\u0107i za osobe s invaliditetom,<\/span><\/span><\/div>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">da na temelju rezultata <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">Plana za sektorsku sa<\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">radnju u podru\u010dju vje\u0161tina<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> u okviru pakta<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> za vje\u0161tine dodatno podsti\u010du saradnju relevantnih u\u010desnika<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">socijalne ekonomije te da utvrde potrebe za digitalnim vje\u0161tinama i primjenjuju asistivne tehnologije u cilju bolje zapo\u0161ljivosti. <\/span><\/span><\/div>\n<p class=\"s6\"><span class=\"s2\"><span class=\"bumpedFont15\">Komisija \u0107e 2022. predstaviti paket za pobolj\u0161anje rezultata osoba s in<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">validitetom na tr\u017ei\u0161tu rada u saradnji s Ev<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ropskom mre\u017eom javnih slu\u017ebi za zapo\u0161ljavanje, socijalnim partnerima i organizacijama osoba s invaliditetom. Paketom<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> \u0107e se dr\u017eave \u010dlanice podr\u017eati u sprovo\u0111enju<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> relevantnih smjern<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ica za zapo\u0161ljavanje u okviru ev<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ropskog semes<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">tra. Usmjerit \u0107e se i podsta\u0107i<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">uzajamno u\u010denje o tome kako ja\u010dati kapacitete slu\u017ebi za zapo\u0161l<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">javanje i integraciju, promovisati<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> perspektive zapo\u0161ljavanja putem pozitivne diskriminacije i borbe protiv stereotip<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">a, osigurati razumne adaptacije<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> osigurati zdravlj<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">e i sigurnost na radu i programi<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> profesionalne rehabilitacije u slu\u010daju k<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">h<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">oni\u010dnih bolesti ili nesre\u0107a te istra\u017eiti kvalitetna radna mjesta u okviru za\u0161ti\u0107enog zapo\u0161ljavanja i na\u010dine ulaska na otvoreno tr\u017ei\u0161te rada.<\/span><\/span><\/p>\n<p class=\"s6\"><span class=\"s2\"><span class=\"bumpedFont15\">Tako\u0111e u oblasti podsticanja pristupa kvalitetnim i odr\u017eivim radnim mjestima, <\/span><\/span><\/p>\n<p class=\"s11\"><span class=\"s2\"><span class=\"bumpedFont15\">Komisija \u0107e:<\/span><\/span><\/p>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">u 2021. objaviti izvje\u0161taj<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> o <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">sprovo\u0111enju<\/span><\/span> <span class=\"s9\"><span class=\"bumpedFont15\">Direktive EU-a o jednakosti pri zapo\u0161ljavanju<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> i, prema potrebi, predstaviti zakonodavni prijedlog, ponajprije radi ja\u010danja uloge tijela za jednakost,<\/span><\/span><\/div>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">u 2021. donijeti <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">akcion<\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">i plan za socijalnu ekonomiju<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">radi stvaranja podsti<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">cajnijeg okru\u017eenja za socijal<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">nu ekonomiju preko socijalnih pre<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">duze\u0107a, uklju\u010duju\u0107i mogu\u0107nosti za osobe s invalidit<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">etom, s naglaskom na inkluziju<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> u otvoreno tr\u017ei\u0161te rada.<\/span><\/span><\/div>\n<p class=\"s7\"><span class=\"s2\"><span class=\"bumpedFont15\">Komisija poziva dr\u017eave \u010dlanice:<\/span><\/span><\/p>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">da do 2024. utvrde <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">ciljeve za pove\u0107anje stope zaposlenosti osoba s invaliditetom i smanjenje razlika u stopi zaposlenosti<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> izme\u0111u osoba s invaliditetom i osoba bez invaliditeta kako bi se doprinijelo postizanju glavnog cilja u podru\u010dju zapo\u0161ljavanja <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">do 2030. predlo\u017eenog u Akcionom planu; <\/span><\/span><\/div>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">da oja\u010daju kapacitete <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">slu\u017ebi za zapo\u0161ljavanje<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> u pogledu osoba s invalidi<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">tetom i u tu svrhu pobolj\u0161aju sa<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">radnju sa socijalnim partnerima i organizacijama osoba s invaliditetom,<\/span><\/span><\/div>\n<div class=\"s10\"><span class=\"s8\">\u2713 <\/span><span class=\"s2\"><span class=\"bumpedFont15\">da olak\u0161aju <\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">samozapo\u0161ljavanje i pre<\/span><\/span><span class=\"s9\"><span class=\"bumpedFont15\">duzetni\u0161tvo<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, me\u0111u ostalim za osobe s intelektualnim i psihosocijaln<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">im te\u0161ko\u0107ama, pru\u017eanjem podr\u0161ke<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> u pravnim i poslovnim pitanjima, kao \u0161to je upotreba sredstava EU-a.<\/span><\/span><\/div>\n<div class=\"s12\"><span class=\"s2\"><span class=\"bumpedFont15\">Predsjednica Komisije Ursula von der Leyen<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> akcentuje <\/span><\/span><a name=\"_GoBack\"><\/a><span class=\"s2\"><span class=\"bumpedFont15\">na dono\u0161enju Strategije, koja nosi poruku Unija ravnopravnosti: <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u201eOsobe s invalidit<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">etom imaju pravo na dobre uslove na <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">radnom mjestu, na samostalan \u017eivot, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">na jednake mog<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">u\u0107nosti i na puno u\u010de\u0161\u0107e<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> u \u017eivotu svoje zajednice.
